The ability to change audio speed can be very handy. For instance, musicians can slow down songs to learn fast lyrics and DJ can sync tempos for dance mixes. These software change the audio speed either by changing tempo or by stretching/compressing the time duration. Audacity is a free audio speed changer software for Windows. It is a very popular audio editor, as it provides all the essential audio editing tools. This audio speed changer supports lots of audio formats, namely, MP3, WAV, AIFF, OGG, etc. Once you are done with changing the speed of audio, you can save the modified audio file.
By using this software, you can easily change audio speed, by selecting the Change Speed option, which you can view inside Effects drop down menu. In Change speed option, you can change audio speed by changing the speed multiplier values. If you enter a value more than 1, then speed of audio will increase and entering a value less than 1 results in reduction of audio speed. You can also change audio speed by selecting the predefined Standard vinyl speed values. This software also let you view the current and new length of audio, before and after changing the speed of audio files. Apart from audio speed, you can also change pitch of audio files.
In this audio speed changer, you can select some part of the audio by using your mouse to make changes on that selected part of the audio. Apart from that, it also provides a clean graphical representation of audio files with added time scale to accurately modify the audio speed.

In Tempo option, you will see a slider and by moving that slider from left to right or vice-versa, you can increase or decrease the speed of audio. In this option, you can also preview your changes made on audio by clicking the preview button.
This software also lets you choose some or all part of the audio. So, you change speed of a part of the audio file or the entire audio file.

Apart from this, you can also change audio speed by moving stretching rate slider. Both Tempo and Stretching rate can be changed together to get more flexibility with audio speed.

EArt Audio Editor is a free audio editing software. This software can also be used as an audio speed changer. It has a setting known as Time stretch, which is used to change the speed of audio. Time stretch option has two features known as preset and stretching rate. By increasing/decreasing preset and stretching rate values, you can easily change audio speed. In this audio speed changer, you can change speed of a part of the audio file or the entire audio file. Apart from modifying the audio speed, you can also change pitch and chorus of audio.
As an audio editing software, it has many audio editing tools, like: Filter, Effects, View, and Play. Each of these settings have many sub settings to help you with editing. It also has an audio converter, which lets you convert audio file of one format into another format.
This music speed changer software has one shortcoming that it does not provide preview option. So you have to save the changes made on audio every time before listening the modified audio file. That’s why I have added this MP3 speed changer to a bit low in this list.
Expstudio Audio Editor
Expstudio Audio Editor is a free audio editing software for Windows. This software can also be used as a free music speed changer. The option that helps you to change audio speed is named as Time stretch which comes under Effects menu. To change the speed of audio, first, you have to select some portion of the audio from audio sample graph and then speed up or slow down the tempo by selecting different tempo values. But, in this software, you can only choose predefined tempo values, as it does not provide any option to enter tempo values manually.
This audio speed changer shows the audio in graphical representation with Sample Scale to better analyze the audio after editing it. To give more flexibility with the audio formats. This software supports many popular audio formats, like: MP3, VOX, WAV, AVI, etc. Apart from that, you can also convert audio files from one audio format to other audio formats.
Note: In this free version of Expstudio, you can only save audio in Uncompressed WAV and MP2 format.

Audio Pitch & Shift is a free audio speed and pitch changer software for Windows. This software provides some basic audio speed changing tools along with some handy editing tools, like Mixer, Effects, Chorus changer, Distortion, etc.
The option to change audio speed comes under Effects section. In the Effects section, you can view two options, namely, Pitch and Speed. Below Speed option, you can view a slider, and by moving that slider in upward or downward direction, you can easily change audio speed. You can also repeat the same process after selecting the pitch slider to change audio pitch. In this music speed changer, you can repeat audio continuously by using repeat loop option to analyze audio better after some modification.
This audio speed changer is very flexible with audio formats, as it supports many audio formats, namely, MPEG, WMA, WAV, OGG, MP3, etc. But you can only save your audio in WMA, WAV, and MP3 format.
Note: During testing, this software was unable to save audio in MP3 format as it requires MP3 encoder, which is a major let down as MP3 is one of the most popular audio format.
